Galaxy goes green in burning stellar fuel

Apr. 23, 2013 ? Astronomers have spotted the "greenest" of galaxies, one that converts fuel into stars with almost 100-percent efficiency.

The findings come from NASA's Wide-field Infrared Survey Explorer (WISE), NASA's Hubble Space Telescope and the IRAM Plateau de Bure interferometer in the French Alps.

"This galaxy is remarkably efficient," said Jim Geach of McGill University in Canada, lead author of a new study appearing in the Astrophysical Journal Letters. "It's converting its gas supply into new stars at the maximum rate thought possible."

Stars are formed out of collapsing clouds of gas in galaxies. In a typical galaxy, like the Milky Way, only a fraction of the total gas supply is actively forming stars, with the bulk of the fuel lying dormant. The gas is distributed widely throughout the galaxy, with most of the new stars being formed within discrete, dense 'knots' in the spiral arms.

In the galaxy, called SDSSJ1506+54, nearly all of the gas has been driven to the central core of the galaxy, where it has ignited in a powerful burst of star formation.

"We are seeing a rare phase of evolution that is the most extreme -- and most efficient -- yet observed," said Geach.

The results will provide a better understanding of how the central star-forming regions of galaxies take shape.

SDSSJ1506+54 jumped out at the researchers when they looked at it using data from WISE's all-sky infrared survey. Infrared light is pouring out of the galaxy, equivalent to more than a thousand billion times the energy of our sun. The galaxy is so distant it has taken the light nearly six billion years to reach us.

"Because WISE scanned the entire sky, it detected rare galaxies like this one that stand out from the rest," said Ned Wright of UCLA, the WISE principal investigator.

Hubble's visible-light observations revealed that the galaxy is extremely compact, with most of its light emanating from a region just a few hundred light-years across. That's a big star-making punch for such a little size.

"While this galaxy is forming stars at a rate hundreds of times faster than our Milky Way galaxy, the sharp vision of Hubble revealed that the majority of the galaxy's starlight is being emitted by a region with a diameter just a few percent that of the Milky Way," said Geach.

The team then used the IRAM Plateau de Bure Interferometer to measure the amount of gas in the galaxy. The ground-based telescope detected millimeter-wave light coming from carbon monoxide, an indicator of the presence of hydrogen gas, which is fuel for stars. Combining the rate of star formation derived with WISE, and the gas mass measured by IRAM, the scientists get a measure of the star-formation efficiency.

In regions of galaxies where new stars are forming, parts of gas clouds are collapsing due to gravity. When the gas is dense enough to squeeze atoms together and ignite nuclear fusion, a star is born. But this process can be halted by other newborn stars, as their winds and radiation blow the gas outward. The point at which this occurs sets the theoretical maximum for star formation. The galaxy SDSSJ1506+54 was found to be making stars right at this point, just before the gas clouds would otherwise be blown apart.

"We see some gas outflowing from this galaxy at millions of miles per hour, and this gas may have been blown away by the powerful radiation from the newly formed stars," said Ryan Hickox, an astrophysicist at Dartmouth College, Hanover, N.H., and a co-author on the study.

Why is SDSSJ1506+54 so unusual? Astronomers say they're catching the galaxy in a short-lived phase of evolution, possibly triggered by the merging of two galaxies into one. The star formation is so prolific that in a few tens of millions of years, the blink of an eye in a galaxy's life, the gas will be used up, and SDSSJ1506+54 will mature into a massive elliptical galaxy.

The scientists also used data from the Sloan Digital Sky Survey, the W.M. Keck Observatory on Mauna Kea, Hawaii, and the MMT Observatory on Mount Hopkins, Arizona.

Scientist identifies protein molecule used to maintain adult stem cells in fruit flies

Understanding exactly how stem cells form into specific organs and tissues is the holy grail of regenerative medicine. Now a UC Santa Barbara researcher has added to that body of knowledge by determining how stem cells produce different types of "daughter" cells in Drosophila (fruit flies). The findings appear today in the Proceedings of the National Academy of Sciences.

Denise Montell, Duggan Professor of Molecular, Cellular and Developmental Biology at UCSB, and colleagues studied the ovaries of fruit flies in order to see stem cells in their natural environment. Because these organisms are excellent models for understanding stem cell biology, researchers were able to shed light on the earliest stages of follicle cell differentiation, a previously poorly understood area of developmental biology. "It is clear that the fundamental principles that control cell behavior in simple animals are conserved and control the behavior of our cells as well," she said. "There is so much we can learn by studying simple organisms."

Using a nuclear protein expressed in follicle stem cells (FSCs), the researchers found that castor, which plays an important role in specifying which types of brain cells are produced during embryonic development, also helps maintain FSCs throughout the life of the animal. "Having identified this important protein molecule in fruit flies, we can test whether the human version of the protein is important for stem cells and their daughters as well," said Montell. "The more we know about the molecules that govern stem cell behavior, the closer we will get to controlling these cells."

Her research team placed the evolutionarily conserved castor (Cas) gene, which encodes a zinc finger protein, in a genetic circuit with two other evolutionarily conserved genes, hedgehog (Hh) and eyes absent (Eya), to determine the fates of specific cell progeny (daughters). What's more, they identified Cas as a critical, tissue-specific target of Hh signaling, which not only plays a key role in maintaining follicle stem cells but also assists in the diversification of their progeny.

The study also shows that complementary patterns of Cas and Eya reveal the gradual differentiation of polar and stalk precursor cells at the earliest stages of their development. In addition, it provides a marker for cell fates and insight into the molecular and cellular mechanisms by which FSC progeny diverge into distinct fates.

Follicle cells undergo a binary choice during early differentiation. Those that turn into specialized cells found at the poles of egg chambers go on to make two cell types: polar and stalk. The three genes, Cas, Eya and Hh, work in various combinations, sometimes repressively, to determine which types of cells are formed. Cas is required for polar and stalk cell fate specification, while Eya is a negative regulator of these cells' fate. Hh is necessary for Cas to be expressed, and Hh signaling is essential to repress Eya.

"If you just had one of these markers, it was hard to tell what's going on," explained Montell. "All the cells looked the same and you had no idea when or how the process occurred. But now we can actually see how the cells acquire different identities."

Hh also plays many roles in embryonic development, adult homeostasis, birth defects, and cancer. Hh antagonists are currently in clinical trials for the treatment of several types of cancer. However, Hh signaling is important in so many different cell types and tissues that systemic delivery of such inhibitors may cause serious side effects. Therefore identifying the essential, tissue-specific effectors of Hh has the potential to lead to the identification of more specific therapeutic targets.

Someday, targeted inhibition of Hh signaling may be effective in the treatment and prevention of many types of human cancers.

Last year, Olympus' release schedule danced around the E-P3: the camera maker launched the semi-pro OM-D E-M5 and refreshed its smaller PEN bodies, but didn't touch its original mirrorless form factor. We know the company won't be forgetting its roots this year, as its Chinese branch has posted a teaser for a next-generation, flagship PEN camera. There are no official details beyond superlatives about "classic" textures and "unprecedented control," but rumors suggest it will be called the E-P5 (E-P4 skipped due to superstitions) and might be joined by the mid-tier E-PL6. We won't have long to learn the full story when Olympus is showing off its new PEN in four Chinese cities between May 11th and June 1st -- in-person demos require more than just a silhouette, after all.

Florida AG: BP should pay $5 billion for spill

TALLAHASSEE, Fla. (AP) -- Florida Attorney General Pam Bondi has disclosed that she's seeking more than $5.4 billion in damages from BP over the 2010 Deepwater Horizon oil spill.

Bondi told reporters on Tuesday that she offered to settle the state's claim but never got a response from BP.

She filed suit Saturday on the three-year anniversary of the rig explosion that killed 11 workers and spoiled 1,100 miles of beaches and marsh along the Gulf of Mexico.

Bondi explained she is pursuing lost tax revenue because of decreased tourism. Environmental damages will be addressed by other state agencies.

She said pretrial matters will be handled in Louisiana but the trial will be held in Florida. Louisiana and Alabama sued BP earlier and are in federal court in New Orleans determining liability.

BioShock Infinite


Shattered dreams form the foundation of BioShock Infinite, the third installment in Irrational Games' impressive saga exploring the devastating effects of isolation (and isolationism) on the human psyche. But even if you loved the original BioShock (2007) and its sequel, BioShock 2 (2010), this chapter won't leave you with the impression your own dreams have been betrayed. Wedding familiar game-play elements from the preceding titles with exciting new mechanics, an engrossing story, and stunning visual design, BioShock Infinite is the culmination of the series' aesthetic and promise to turn a mirror on humanity by probing as deeply into the self as possible.

Columbian Exposition
You must, however, begin this game by abandoning your preconceptions of what the BioShock universe is. For starters, it extends well beyond Rapture, the undersea paean to objectivism (in the first game) and collectivism (in the second) you've explored before. Infinite is set in Columbia, an airborne tribute to?and corruption of?American Exceptionalism as viewed from a perspective that recalls that of the now-legendary Chicago World's Fair of 1893. In the game's chronology, that was the year Columbia, self-sustaining and faith-focused American settlement, took flight and eventually broke away from the Union that spawned it. Now, in 1912, a series of civil wars has reduced it to a perversion of the values it once held dear, a place fueled by racism, blind nationalism, and religious extremism that's led the inhabitants to worship the ?prophet,? Zachary Hale Comstock, who envisioned the enterprise and took it to the skies.

It's into this boiling-over melting pot that Booker DeWitt is literally launched. A hired gun on a mission to retrieve a missing girl named Elizabeth and wipe away the debts that are crippling him, DeWitt is taken to a desolate island where he finds that the only inhabitant within the only structure, a lighthouse, has been gruesomely murdered, and discovers a device that catapults him to Columbia. A bewildered stumble through a temple-like welcome center and one eerie baptism by immersion later, DeWitt emerges into the unsettlingly patriotic enclave, where Founding Fathers (specifically Benjamin Franklin, George Washington, and Thomas Jefferson) are worshipped as gods, and the morality of that transitional era is frozen in place.

It doesn't take long for the (relatively) more modern DeWitt to fall afoul of the Columbians and their parochial ways. As soon as that happens rescuing Elizabeth becomes for him less a job than a crusade, one that leads the pair through Columbia's various neighborhoods?the town square, the romantic boardwalk, a hoity-toity gated community, the workers' slums, and Comstock's imposing homestead among them?learning more about this stilted society and their troublesome places in it. (One of the first, tantalizing hints: Elizabeth was a ?miracle? child, born after a single week of gestation?an event her mother, strangely, is no longer around to confirm or deny. Hmm.) What the two uncover is an epic conspiracy that doesn't just involve the privileged upper class and the put-upon laborers on whom they depend, but also may reveal to DeWitt and Elizabeth that the only thing less certain than their futures are their pasts.

(AP) ? U.S. Secretary of State John Kerry is looking to breathe new life into dormant Mideast peace talks in meetings Monday with Israeli Prime Minister Benjamin Netanyahu and other senior Israeli and Palestinian officials, amid talk of modifying a decade-old Arab plan that's long been greeted with skepticism by the Jewish state.

A day after meeting one-on-one with Palestinian President Mahmoud Abbas, Kerry spent the morning of Israel's Holocaust memorial day at Yad Vashem, laying down a red, white and blue wreath at the nation's official monument for the 6 million Jews murdered during World War II. He was to meet privately Monday with Palestinian Prime Minister Salam Fayyad and Israeli President Shimon Peres, before a dinner with Netanyahu and other Israeli officials.

Kerry is trying to end a 4?-year stalemate between the Israelis and Palestinians during which they've hardly negotiated peace at all. Making his third trip to the region in a period of two weeks, he has yet to outline any new plan but U.S. officials say he is exploring several ideas to try to corral both sides back into direct talks.

Palestinian and Arab officials have pointed to one idea in particular: An attempt to revive, with modifications, the 2002 Arab Peace Initiative that offered a comprehensive peace with Israel for a pullout from territories captured in the 1967 Mideast war.

The officials say Kerry is seeking greater Arab-Israeli security commitments and softer language on borders as part of the plan.

But key obstacles remain. Israel has not softened its objections and the Palestinians say they turned down a request from Kerry for the proposed changes.

Kerry and Abbas met for an hour behind closed doors in Ramallah on Sunday evening, where they discussed "the path to peace," according to a senior State Department official. Beforehand, U.S. and Palestinian officials met in a larger format to discuss strategies for economic growth in the Palestinian territories and how to best create a "positive climate for negotiations." The official spoke on condition of anonymity because of Kerry's orders not to brief reporters.

U.S. officials refused to comment specifically on the initiative, which was revolutionary when it was introduced by Saudi Arabia's then crown prince, King Abdullah, and later endorsed by the 22-member Arab League at a summit in Beirut. However, it was overshadowed by fierce Israeli-Palestinian fighting at the time and never won Israel's support. The Arab League re-endorsed the offer in 2007 and technically it remains in effect.

In the 1967 war, Israel took control of the West Bank, east Jerusalem, Gaza Strip, Sinai and Golan Heights. Israeli returned the Sinai to Egypt in 1982 in the framework of a peace treaty and pulled out of Gaza unilaterally in 2005. Israel annexed the Golan Heights in 1981 and peace talks with Syria over the territory have repeatedly failed.

Israeli-Palestinian peace talks have been deadlocked since late 2008, in large part over the issue of Israeli settlements in the West Bank and east Jerusalem. The Palestinians refuse to talk while Israel settles its population on the occupied territories where they want to establish their state. They have demanded that Israel accept the 1967 lines as the basis for a future Palestine, but Netanyahu rejects a return to the 1967 lines and calls for talks with no preconditions.

Abbas spokesman, Nabil Abu Rdeneh, said the Palestinian leader called for a solution based on the 1967 lines in his Sunday meeting with Kerry. He did not say whether the Arab peace initiative was discussed but confirmed Abbas was leaving Monday for talks on the plan at an Arab League meeting in Qatar.

There, a special committee will hold an "urgent meeting" on the subject Monday, said Mohammed Subeih, the Arab League's undersecretary for Palestinian affairs. Qatar's prime minister will chair it and the foreign ministers of key countries such as Egypt, Saudi Arabia, Jordan and the Palestinians will participate.

Subeih said the committee would form a delegation led by Arab League chief Nabil El-Araby and the Qatari prime minister to travel to Washington in the coming weeks with the goal of drawing a new roadmap to "end Israeli occupation."

The chief Palestinian negotiator, Saeb Erekat, said Kerry has been floating the Arab initiative as a possible way out of the deadlock.

Officials say Kerry has proposed two small changes to make it more palatable to Israel. He wants language saying the 1967 lines can be modified through mutual agreement and providing stronger security guarantees.

But Erekat said the plan could not be changed.

"Kerry asked us to change a few words in the Arab Peace Initiative but we refused," he told the Voice of Palestine radio station on Sunday.

Israeli officials refused to comment on the matter.

Israel has rejected a return to the 1967 lines for both security and spiritual reasons, arguing that the frontiers are indefensible and would mean a withdrawal from east Jerusalem, home to the city's holiest Jewish, Muslim and Christian religious sites. In the past, however, Netanyahu has described the peace initiative as a welcome sign of acceptance from the Arab world while refusing to accept its conditions.

Fallon Fox cleared of wrongdoing in obtaining license, clearing the way for a future fight

Fallon Fox, the postoperative trans fighter who is looking to continue her MMA career, has been cleared of any wrongdoing in getting a fighter's license in Florida.

The question asked by the Florida commission was whether Fox, who fought in Florida in March, had obtained a license fraudulently. She was given her license in Florida after saying she had a license in California. She was given a receipt for her application in California, and thought that was a license. Now, Florida has cleared her, opening the door for her to apply for another license there.

And it appears she will need one. Allanna Jones has agreed to a match-up with Fox for May 24 bout with Championship Fighting Alliance.

Season 3 of The Walking Dead has come to a close, but just like the gruesome fate that potentially awaits each and every character, the series will return to stalk and torment those still counted among the living.

But unlike the climax of season 2 ? which teased viewers with a tantalizing and somewhat-foreboding glimpse of the prison ? season 3 reached its conclusion with a slight sense of optimism (as Rick and the others welcomed the citizens of Woodbury into the prison), but no real indication of the direction The Walking Dead would be headed in season 4.

In a series of interviews, comic book creator Robert Kirkman discussed the season 3 finale, the fate of Andrea, Milton and the Governor, as well as what fans can expect from the core group of survivors, now that they seem intent on making a go of it as a community in the prison.

While there have been certain key deviations the series has taken from the source material, e.g., Andrea?s demise, Kirkman maintains that at least some of season 4 will focus on the dynamic between Rick and the recently-welcomed Tyreese.

Kirkman said:

?There?s some really, really cool and big stuff that people have been expecting, or that people have been anticipating from the comics, that will work into Season 4. To give a hint, I will say that we do have Tyreese and Rick, who are now united, which is a big moment for the comic book fans. There?s a lot of story that comes from those two guys being on the same side. We?ll possibly see a bit of that in Season 4.?

But Rick aligning himself with Tyreese won?t be the only change fans will see in the character. According to Kirkman, Rick?s brief interaction with the Governor and the environment he created in Woodbury has caused Rick to re-think some aspects of how he intends to survive in this zombie-infested world, and what it means now that he?s decided to no longer keep everyone at arm?s length or, as we saw in ?Clear,? ignore a stranger?s plea for help.

?It?s going to be different in a lot of ways. We?ll see a very different Rick Grimes for one. His experiences against the Governor and with the various things that happened to him in season three are informing his character in huge ways. We?ll see a lot of familiar elements from season three: we?ll see the prison, Rick and his group are still in the same place but those elements are all going to be radically different. I can?t really get into it but season four is going to be extremely different than season three in some very startling and cool ways.

Baby & Toddler Vitamins | Hellobee

I?ve never been the type of person to take vitamins and supplements, especially since I have a hard time swallowing pills. The only time I?ve really been good about taking vitamins was when I was took prenatals during pregnancy. But now that I have kids, vitamins and supplements have become a daily way of life for our family.

Both Charlie and Olive take several different types of vitamins and supplements each day:

Vitamin D?- The American Academy of Pediatrics?recommends that breastfed babies receive a daily vitamin D supplement (exclusively formula-fed babies do not need one), and both Charlie and Olive received Carlson?s Vitamin D Drops (our favorite brand) shortly after they came home from the hospital. As they got older, I got lazy about administering it, and Charlie hasn?t taken vitamin D for a while. But both Mr. Bee and I recently got a physical and found out that we were both very vitamin D deficient. It was probably contributing to our fatigue, and wasn?t just related to chasing around two little ones! In fact most people who live in colder climates are vitamin D deficient. So I started?re-administering daily vitamin D ? the baby version for Olive and the kid version for Charlie ? because it boosts your immune system, and may reduce the severity of respiratory viruses (which both Charlie and Olive have suffered in the past). I add one drop to a piece of food like a raisin every evening and give it to them during bathtime. Mr. Bee and I also take a daily vitamin D supplement now too. Cold season is long here in New York, so we want to take as many preventative measures as we can!

Multivitamin ? Once Charlie turned 2, we started giving him 2 Lil Critters multivitamins a day. He views them as a treat because they?re gummi bears after all. Mrs Wagon wrote a great post about how she uses these gummis to make lollipops for her son. Charlie was a really picky eater when we started giving him these multivitamins, and although it would be ideal for him to get all the necessary vitamins and minerals from his diet, I felt better knowing that he was filling some of the gaps in his diet with a daily multivitamin. We haven?t started giving Olive a multivitamin yet because she?s still nursing, but I want to start since she is far pickier and thinner than Charlie ever was.

Probiotics ? We started giving Charlie powdered probiotics mixed into his milk when he had issues with constipation. I also gave some to Olive when I was taking antibiotics for mastitis so that we wouldn?t develop thrush. Metagenics is the brand we?ve always used because it?s what was recommended to me by multiple nutritionists. It is a little pricey and can be a little difficult to find since they need to be refrigerated, but there are online stores that carry them. I mix some powdered Metagenics Ultraflora Advanced probiotic into Olive?s water because she also battles constipation issues (I try to take it too but don?t always remember), and I give Charlie a Metagenics Ultraflora Children?s chewable probiotic. I also try to sneak in probiotics into their diets anywhere I can. The kids get pickles every day because they love them (they should be brined in salt water and not vinegar for the probiotic benefits), I give them washed kimchi and put it into soups, and I give them kefir, which has 3 times the probiotics of yogurt.

Fish Oil ? The nutritional philosophy that we most identify with is?Weston A. Price, and they suggest daily cod liver oil for everyone.?Fish oil has a long history as a nutritional supplement because it has high levels of EPA, DHA, vitamin A, and vitamin D. The Green Pasture brand is supposed to be the best because it?s made with fermented fish oil, but it is also has a very fishy taste and I knew that wouldn?t fly with my kids. So I picked up some Carlson for Kids fish oil, and Charlie gobbles it up. Olive is not a fan (of most things), but I just put the fish oil in a syringe that comes with children?s ibuprofen or acetaminophen, and she doesn?t mind eating it. I found that giving fish oil daily gave the kids a fishy smell! But a surprising side effect has been that both Charlie and Olive have had less problems with constipation since starting the fish oil. We?ve tried everything from being gluten-free, dairy-free, probiotics, Miralax, etc. to combat constipation, so I?m glad that something natural is having a positive effect.

I?m certainly not a medical health professional, so please talk to your own doctor before making any decisions about vitamins and supplements for your family.

(AP) ? Customers packed gun stores around Connecticut on Tuesday ahead of a vote expected to bring sweeping changes to the state's gun control laws, including a ban on the sale of large-capacity ammunition magazines like the ones used in the Newtown shooting and a new classification for more than 100 types of guns as banned assault weapons.

Lawmakers have touted the legislation expected to pass the General Assembly on Wednesday as the toughest in the country. Some measures would take effect right away, including the expansion of the state's assault weapons ban, universal background checks for all firearms sales, and a ban on the sale or purchase of ammunition magazines holding more than 10 rounds. The bill also addresses mental health and school security measures in response to the massacre.

Gov. Dannel P. Malloy, a Democrat, supports the bill and could sign it into law as soon as Wednesday night.

In a state with a rich history of gun manufacturing, some companies said they feel the legislation made them into scapegoats for the deaths of 20 first-graders and six educators in the Dec. 14 massacre at Sandy Hook Elementary School. At least one ammunition magazine maker is more seriously considering offers to leave.

"My home is in Connecticut, but at this point, I don't know if I can operate here legally come Wednesday afternoon," said Jonathan Scalise, owner of Ammunition Storage Components in New Britain. He said it's unclear to him whether employees in possession of banned firearms or ammunition would be breaking the law.

Gun shops across the state reported brisk sales Tuesday and said customers also checked on the status of orders that they worried could be canceled once the new laws take effect.

The parking lot at Hoffman's Gun Center and Indoor Range in Newington was full Tuesday morning, with some drivers parking on the front lawn. Inside, customers waited in long lines to purchase what was left.

"I walked through. I walked out because they didn't have anything. The girl told me what's on the shelf is what they have. And I totally believe that," said Nick Viccione, a gun owner from Wallingford. He said people are trying to load up on ammunition and buy "anything semi-automatic."

At other shops, including the Delta Arsenal gun store in Wallingford, employees reported difficulty getting through to the state police to run background checks needed to complete gun sales.

Connecticut State Police Lt. J. Paul Vance said he hadn't received any complaints of people not getting through to the office that handles such checks but acknowledged they might get a busy signal once in a while.

"The special licensing and firearms unit is going full bore," he said.

The gun industry in Connecticut dates back to the Revolutionary War and says it supports more than 7,000 jobs in the state. Some companies say the new restrictions have them considering a move.

O.F. Mossberg & Sons Inc. in North Haven does not support a ban on firearms or equipment, said Joe Bartozzi, senior vice president and general counsel, adding that "they've never reduced crime or violence."

Mossberg has been in business since 1919 and employs 270 workers in Connecticut. It also has a manufacturing plant in Eagle Pass, Texas, and has been courted for years by other states.

"I've got a stack of invitations from governors, congressmen and economic development groups right here on my desk," he said.

Mark Malkowski, owner and president of Stag Arms in New Britain, said he's not threatening to move but that his biggest concern about staying in Connecticut is "staying in a state that does not support us."

He said Stag Arms, which employs 200 people, manufactures about 72,000 rifles a year, at a cost of about $1,000 each. About 5 percent of the company's sales are in Connecticut.

"It's actually quite hypocritical, quite insulting," he said. "If our products are so dangerous and so horrible that no Connecticut resident should be in possession of it, why is it OK to send it to the rest of the country?"

Echoing that was the National Shooting Sports Foundation.

"Connecticut's firearms manufacturers will be forced to pay a price economically for the state's double standard of you can build it here, but not sell it here, public policy formulation," the Newtown-based trade association said in a statement.

Malloy said Tuesday he plans to write to the state's gun manufacturers, informing them that as long as they are manufacturing a product that can be legally sold in the U.S. that they're still welcome in Connecticut.

"Having said that, there are other things that need to be taken into consideration," Malloy said. "And the public's safety is one of those things."

Nicole Hockley, whose 6-year-old son, Dylan, was killed at Sandy Hook, welcomed the legislation. She credited lawmakers with listening to the parents, who had opposed allowing existing high-capacity magazines to be grandfathered into the law. Legislators did allow that but also required the magazines to be registered by Jan. 1 with the state.

"This is going to be one of the strongest gun laws in the nation, and that will be a model for other states to follow and for federal leaders to follow," she said.

Is North Korea on a 'collision' course with vow to restart nuclear reactor?

North Korean leader Kim Jong-un continued what has become a daily effort to raise tensions and fears abroad, and to consolidate patriotic ardor and unity at home, by saying he plans to restart an old nuclear reactor that can produce plutonium used in the creation of nuclear weapons.

In response, UN Secretary General Ban Ki-moon, the former foreign minister of South Korea, today described the North as on ?a collision course with the international community? ? even as some Korea watchers call it all bluster and bellicosity.

Experts say it could take as little as three months to a year for scientists to restart the Yongbyon nuclear facility. The facility?was closed most recently in 2012 with the promise of food aid from the US. Though that so-called "food for nukes" deal fell through with the North's third nuclear test in February. ?

It is quite unclear whether young leader Kim Jung-un ? whose recent bone-jarring threats of war and attack are considered part of his consolidation of power inside Pyongyang and among the North Korean people ? will go ahead with an expensive project of plutonium reprocessing and enriching uranium, or use these to extract aid and talks.

A nuclear weapon or capability has long been the No. 1 prize sought by the Kim family dynasty in Pyongyang, dating to Kim?s grandfather Kim Il-sung, as the ultimate bargaining chip both for its own security and as a means to gain international attention and aid. In February, the North successfully tested a device, that resulted in UN sanctions that the North has protested are undeserved.

The reclusive state declared a ?state of war? exists between the two Koreas last weekend, and last month vowed to target Hawaii and Guam with its rockets, though they are not currently thought capable of reaching US bases, nor are they nuclear-tipped.

The Associated Press writes today that:

A spokesman for the North's General Department of Atomic Energy said scientists will quickly begin work "readjusting and restarting" a uranium enrichment plant and a graphite-moderated, 5-megawatt reactor that could produce a bomb's worth of plutonium each year.

AP also quotes North Korean expert Hwang Jihwan at the University of Seoul, South Korea, who argues that Pyongyang?s recent behavior aims at?"keeping tension and crisis alive to raise stakes ahead of possible future talks with the United States."

Essentially, reports the AP, "North Korea is asking the world, `What are you going to do about this?' "

Complicating matters is the fact that Kim Jong-un was considered by Western officials a relative unknown until he took over from his father, ?Dear Leader? Kim Jong-il last spring. And still, not much is known about him.

Bluster or not, the North?s belligerence has put the Korean peninsula on high alert. Kim Jong-un has scratched the armistice signed after the Korean War, cut military hotlines, brought new South Korean president Park Geun-hye to say that the South will retaliate over any provocations, and caused the US military, which has 28,000 troops in the South, to relocate sensitive radars and to send B-2 Stealth bombers in fly overs.

Yet, the Los Angeles Times today points out:

After the declaration of a "state of war" over the weekend, the White House said no major troop movements were detected in North Korea. White House officials have said the Pyongyang regime has shown no "action to back up the rhetoric."

The?U.S. Navy, however, is moving a sea-based radar platform closer to North Korea to track possible missile launches, a?Pentagon?official said Monday. The support is the latest step to deter the North and reassure South Korea and Japan that the U.S. is committed to their defense.

In one sense, Korea watchers say, the new regime is simply rehashing and upping the volume of an ideology and a language that the North and the Kim family have used for many years to remain in power and keep people unified by the threat of an enemy.?

Being taken seriously by the outside world is an important verification of the Kim regime, which feeds edited broadcasts of world media to its people, whose sources of information are carefully controlled.

Some analysts think officials in Pyongyang are beside themselves with the kind of attention they are now achieving, largely through verbal threats backed up by the nuclear test.

In a theater song performance broadcast to the nation in February, reminiscent of the kind of ?ballet? the Chinese used to perform during the Cultural Revolution, a stage backdrop contained the phrase,?"Let's strike the imperialists mercilessly with the same success we had carrying out the 3rd nuclear test."

(AP) ? Marathon EU-mediated talks between the leaders of Serbia and Kosovo have broken up without a deal, the participants said early Wednesday.

The talks, which took place in Brussels, were an attempt to resolve one of the most difficult issues dividing the two sides ? the status of Serb-dominated northern Kosovo, an EU official said. The talks broke up early Wednesday.

Kosovo, a former Serbian province, declared independence in 2008. While many countries have recognized it as an independent country, Serbia has not.

Neither have many ethnic Serbs living in northern Kosovo, who reject the authority of the government in Pristina, the Kosovo capital.

Serbia is required to normalize relations with its neighbors if it wants ultimately to join the European Union.

Kosovo Prime Minister Hashim Thaci, speaking after midnight following a meeting of about 13 hours, said through a translator that Kosovo had put forward proposals in line with its laws and constitution ? proposals that he said would have integrated all citizens, including ethnic Serbs, into the life of Kosovo.

But he said the proposals were met with "hesitation" on the Serbian side. He said the Serbian officials had decided to "reflect" and he still hoped an agreement could be reached next week.

Serbian Prime Minister Ivica Dacic left without speaking in English, though he said no agreement had been reached, according to journalists who spoke Serbo-Croatian.

EU foreign policy chief Catherine Ashton said in a written statement that the meeting ? the eighth face-to-face meeting between the two prime ministers, all under EU mediation ? was the last formal meeting she would call between the parties.

"They will now both go back and consult with their colleagues in their capitals and will let me know in the next few days of their decision," the statement said. "I wish them a good journey home and every possible success in reaching a conclusion."

Any agreement would be a landmark for the region, and a major step toward peace in the Balkans, which were riven in the 1990s by bloody wars associated with the breakup of Yugoslavia.

Although Kosovo has won broad international acceptance of its independence, the ethnic Serbs living in northern Kosovo ? up to 50,000 people in and around the divided city of Mitrovica ? have rejected the authority of the government in Pristina, the Kosovo capital. They have created so-called parallel institutions, including hospitals and schools, all financed and supported from the Serbian capital, Belgrade.

Many Serbs in Kosovo's north had said that any agreement that separated them from Serbia would not be acceptable.

"No way will we go with the Pristina authorities," said Tomislav Kostic, a resident of Mitrovica. "Only with the state of Serbia and that's it."

In the southern part of Mitrovica, ethnic Albanian Adem Mripa said the territory was part of Kosovo. He demanded reciprocity for the Albanian minority in Serbia's south.

"If they want autonomy here they should give it to Albanians in the south, to the Hungarian and Bosnian (minorities), Mripa said. "I am for talks, but talks that are forward-looking and visionary and peaceful."

In a sign of the underlying tensions, Kosovo police said unknown assailants threw a fire bomb Tuesday into the offices of moderate Serb leader Oliver Ivanovic in the Serb-run part of the country. No one was in the office when the attack was launched, minutes before midnight Monday. Ivanovic backs Serbia's claim over Kosovo, but many radical Serbs think that he might work with the ethnic Albanian authorities in Pristina.
